It is not subject to the French Public Sector Procurement Code, but must respect the main principles of public sector ordering for its procurement:
- freedom of tendering for contracts
- equality in treatment of candidates
- transparency of procedures
Since 1st January, 2006, the RMN-GP has applied the procurement rules set out in decree n°2005-1742 of 30th December, 2005, relating to procurement by certain bodies, both public and private, not subject to the Public Sector Procurement Code.
The Procurement policy
Our Procurement policy involves acquisition under the best conditions (optimization of costs, lead times and quality) of the services and supplies required for the RMN-GP’s business, in the context of loyal and respectful commercial relations with our suppliers:
compliance with regulations and applicable law
compliance with ethical codes of practice
compliance with an operating code
Annual procurement turnover is around 60 million euros and breaks down as follow:
- works, upkeep and maintenance: 9%
- insurance: 5%
- communications and advertising: 6%
- IT equipment and services and telecoms: 6%
- services provided for temporary exhibitions: 10%
- production and printing: 20%
- products intended for resale: 35%
- other: 9%
The procurement structure
Headed by its director, the team comprises:
- purchasers specialized in each procurement sector;
- an economic studies manager;
- an indexing unit;
- a contract administration manager.
Purchasers:
- are involved in the procurement phase of products and services which correspond to needs identified by the RMN-GP’s departments;
- draw up calls for tenders (DCEs);
- organize tailored advertising;
- negotiate the procurement conditions;
- monitor supplier risk;
- monitor supplier contracts.
